Same problem. I've found pouch briefs help, keeping the boys supported and out of the way, yet not squished. Downside is they are really bulge enhancing!

When relaxed my balls hang quite low too. Not as low as many of the guys I've seen here on LPSG but they're by no means tight in appearance.
