He is completing range of motion...? If you're talking about how he's not popping his hips forward—i.e., locking out his hips at the top of the move—you're not supposed to be doing that because when you lock out at the top of a move, you're taking yourself out of the working phase and, essentially, resting. He's keeping his lower spine neutral, which is what he's supposed to be doing. Locking out can also be dangerous and lead to injury.
