Mark Simpson actually coined the term. Basically it means a man who's always preening. It started after fashion magazines realized women were only half the possible market. Think David Beckham. Basically, in Eminem's case, it's because of his tendency to wear family members as accessories.

Mark has tackled that rumour in interviews as well. He said that it was hard to build his body back up after losing so much weight to get that 70's porn star look for Boogie Nights. He said that he would not resort to steroids for a purely cosmetic reason since he had never used steroids before. Supplements, yes, but not steroids. As a result, he has never quite regained that build of his Marky Mark rapper days. When you think about it and look back on his touring days, he had awfully smooth skin and an even temper; those traits don't fit in with taking 'a ton of steroids'.
