I think we will know by the end of season because they already have it filmed or close to done, If everything is cleaned up in nice little bow story wise then the creators probably decided it. But if it's drastic change in story or they drop certain plot lines or it's just a down right mess story line wise and a rush to finish then Hulu cancelled it.

theres an interview with one of the cast members (guy who plays Rahim) and he says they found out during filming that it would be the last. so yeah it’s obvious Hulu cancelled it

well, it might've be a matter of opportunity.
when you're the main character, you're much more tied to the show, since it focuses around you. if you're a secondary character, you got more free time to land other roles
