I'm curious about the public restrooms in Italy. I plan to visit sometime in the future and it got me thinking about what the urinal situation might be there.
Does anyone know, are the urinals more open like they once were in the states or are they just as prudish with dividers and privacy?

It's honestly as much of a mixed bag as you'd rightly expect in such places. Highway rest stops there are a universe unto themselves and would on the surface seem ideal cruisey grounds, yet the hygenic standard make toilets at London stations seem like bathrooms at a posh MayfairMidtown hotel :D
Many smaller spaces are very much in the prudish vein these days, the trend being more and more for restrooms mirroring each other, so all stalls rather than having urinals. Far from universal, but a sign of the times for sure.
I would not expect tolerance and openness in Italy in general. That's my take on it, of course, but coming from the West Coast it feels prudish and then some. YMMV
