One word - dehydration. It’s very common for body builders to dehydrate themselves before shows etc to make themselves look better; better definition, vascular etc. If he hasn’t done a show that day or something similar, he’s obviously dehydrated to make his body look the best it can for the shoot and that’s the byproduct. You can see how vascular he looks in the video.
