I saw a clip on the web about Men's Room Etiquette that somebody made with Sims 2. It explained the rules perfectly. If there are five empty urinals, then you should take #1 or #5. The next person takes #5 or #1. The next person takes #3. And the fourth person goes to the stalls, because there's no unadjacent urinal remaining.

The more important question about urinals is, why do they so often position the divider walls so that our penises can't see each other, but our eyes have no such problems?

that whole "keep one urinal between peoples" is retarded. if there's a urinal open, regardless if it's next to another guy, i'm taking it. i leave the stalls to those that have for go shi shi or those that are handicapped (like my step-dad who has MS and has to use a stall because he needs to hold himself up on something). i don't understand the whole leaving a urinal between peoples thing

I piss where there is an opening. If they want to look, look, if not don't. If you want to chat say hello, or just stair at the wall. But when you have to pee, you have to pee. I will go in the yard at home, we live in the woods. In a bottle when driving if I have to bad enough. And on a friend if we want to have a nice golden shower. Matters not. Depends on how bad i have to go and the crowd at the trough. I personally do not care who sees what, but I tend not to buddy up next to someone if its not necessary as allot of people don't like a "pee pal".

As another man mentioned the lower urinals are for ADA compliance as well as young boys and short men.

If I have to I'll use a short one but I don't like it. Why oh why don't we just have the floor length urinals or the long trough like I see in the UK. On the other hand we have waterless urinals at work. That's a very cool idea.

Men that feel they have to go by some bizarre set of rules to pee have other issues.

As a taller dude, I don't like using urinals because the shorter guys always glance up at you like you're trying to "look at them" or something. If there's a substantial divider, that's fine, but it seems like they make the dividers for midgets, as well.
