Watching the Star Trek series, it is easy to see him showing off something in tight pants. How did this get past the censors?
Well, it depends on what you "see." A slight bulge, sure. (One "canna' change the laws of physics," as Scotty would say.) But do you ever see a visible penis line (VPL) or outlined cockhead in his tight pants? Or a couple of smaller bulges exactly where his nuts would be? I think not.

Back then, Starfleet had not yet invented the bulge-eliminating underwear which was introduced in ST-TNG. (and yes, the producers really did have such underwear starting in tng).
There was on exception to this, on the very first episode of ST-Voyager, when tom paris is walking with janeway in the forest part of the "new zealand prison", he has a visible bulge, none of those star freel underwears.
Prior to TNG, you can also see a bulge on Decker in Star Trek The Motion Picture (the first one)..
As far as shatner, there was one episode where he is fighting in some training room aboard he enterprise, and what he is wearing reveals enough to show he was circumcised.

I loved Star Trek precisely because of those tight fitting pants the men wore. Fight scenes were all the better because of these outfits! When Star Trek the Next Generation came out years later it was very disappointing to realize that all the men had apparently been castrated and had their shafts chopped off. Even side views showed nothing- except for Data.
In the era when the original series was filmed, it was common for men to show a crotch bulge. It was normal and accepted. It was no big deal back then.

^^ It probably was overlooked as the cuts in the 60s and 70s were less forgiving and thusly making crotch bulges more visible. However, it wasn't really a "normal" thing if you could see a guy's trouser snake. People probably reacted the same way they would now: covering their eyes with open palms.
