The legal age for sex in most U.S. states is also 16. LPSG rules have different underpinnings than "age of consent". Since he's reiterated that he's 18, we'll have to take him at his word. I have no reason to believe otherwise.

Please consider that there are degrees of circumcision. My brother's circumcision as a baby was too severe. When I was born, my mother told the doctor not do do a severe circumcision like my brother had. I have twice the foreskin of my brother. I am definitely circumcised though

Talk to your doctor and determine for sure just how much you want removed. If you remove too much, you won't have any foreskin to rub up and down.

My suggestion is to only remove the foreskin that goes beyond the length of your penis when you are completely flaccid. Don't remove it all.
