Yes, it certainly does help. Take a look at the "penis enlargement" sub-forum, there's plenty of advise there and a decent newbie routine for you to start with.
I don't currently have a routine, but I used to have a daily kegel routine. What you should aim for is a 5 second hold following a 5 second rest. Do them whenever possible as the good thing about kegels is that you can do them whenever you feel like it.
You'll be amazed later on, trust me.
I do them, though I never noticed anything positive from them.

1000 clenches which I hold for 30 seconds each
500 clenches which I hold for 2 minutes each
1 clench an hour that I hold for 30 minutes each
I can now vacuum crumbs from the floor with my asshole.

I do them and haven't noticed anything positive but I still do them partly because I'm hoping that one day I will in fact notice a change and partly because I hope that maybe I'll at least maintain my current pc muscle and keep it from weakening.
