Beuller, sorry to hear about your drama, Dude. Listen, you have to tell your friend that it is illegal to seek sex with minors in foreign countries. It's a completely separate legal issue from the seeking sexual contact with minors in the first place. Something tells me he knows the age of consent in Canada is lower, and that's why he made such a strange "friend". There are plenty of resources online which list the age of consent in various countries. If he finds himself under the scrutiny of a task force and attempts to enter Canada, he's toast. Meanwhile, if you have no moral objections to turning him in, you can do it if you like. The laws are very strange in this country. In some jurisdictions, with regard to some crimes, someone's word (anyone's word) is all that is needed to get someone's home or place of business searched. If you were interested in giving someone in authority his facebook username, it might be the only way he ever gets helped.
Personally, I'm not one for cooperating with the man. However, I do make exceptions when it comes to what I think is in the best interest of a minor. If we don't look out for them, who will? It takes a village, and all.
