That guy's just barely in his suit isn't he. I wonder do they all wear a size too small for hydrodynamics? I'd think a too small suit would catch water at the top of their butt crack and slow them down.

First three are Eric Shanteau (and possibly #5--can't see name on cap, but bulge matches). Phelps may be faster, but obviously Shanteau has him beat in one category.
