In general, human skin is very stretchy. Penile skin is exceptionally stretchy. So, I would imagine that gradual stretching would be a good non-invasive treatment for phimosis.
You can also use some steroid cream (hydrocortisone or betamethasone) to weaken the skin in tight areas and make it more compliant.
