Good point. Perhaps penises increase more consistently in terms of total volume flacid versus total volume erect, but that's distributed differently in terms of length versus girth. So a penis that is short but thick flacid, and becomes long but thin when erect, might be increasing in total volume about as much as one that is thin flacid but appears relatively long for that state, and then turns into a thick but relatively short erect penis. Oh, the need for so much more scientific research and data on this subject!

Also, as has been pointed out, flacid states can vary a lot, so any comparison would have to start out on some consistent basis, such as a flacid measurement after coming out of a warm shower.
