Unfortunately, this is being reported in local media as well that sites that accept payments from foreign issued banks are losing out on money because it costs them a more per transaction.
Typically, as an Australian expat living in Japan, one would need to pay a "transaction fee" if they use a credit card upon payment but the Japanese local payment systems haven't been able to keep up with this trend yet and still are charging for the material itself so maybe when you'd pay ¥1980 for a video, the creator or the studio would get only ¥1580 if it was paid for by a foreign issued card.
That's one issue. A solution could be just to increase the fee of buying one and create a two tiered system where local payments incur the fee free cost and cards issued overseas get slapped with the fee.

Essentially, a payment intermediary has started to ban the sale of adult materials from a list of keywords like "rape" or "torture".
I am not sure if anyone remembers but a few years back, a payment intermediary service wanted to ban the sale of videos on the famous site, Onlyfans because they determined that the they didn't want to contribute to "sexual acts" so OF tried to expand their reach into general content creation (like for a day, they wanted cooking content on the platform) but ultimately, the payment intermediary conceded defeat after some backlash and over-reach into some clauses on free speech and free enterprise...
... Essentially, a similar pattern is happening here in Japan.
Might be a while until this can get sorted but if anything, if precedent follows, the fact that this got news on a national newspaper here will force a hand to move.
