I did a little bit of reading. It sounds like herpes on mouth is HSV1 and herpes on genitals is HSV2. According to CDC 1 in 6 people in the US has genital herpes. That's 17%. pretty high number.
I know you had outbreak on your penis, but you also confirmed you have HSV1. If you don't have HSV2, then maybe you won't pass the virus when receiving oral. You are more likely to pass virus when giving oral.
It's my guessing, you should check with a health provider.
