In my estimation, a scam is defined as dishonest business practices designed to extract the maximum in exchange for the minimum. The false-advertising "bait-and-switching" is exactly that.

His OF page is merely a way to make money off the facilitation of side sales that are often double the price of the initial subscription. If he were honest, he would offer those "extra" scenes on a site like ManyVids rather than charge you for the privilege of being offered the extra videos.
This is like going to a restaurant that claimed to offer great meals for $10, and you showed up only to get finger-foods. Then the waiter says, "If you want a juicy full-course meal, pay me $35" without even telling you what you can expect in that full-course meal. Most people would pay the $10 and leave, never to return. Why? Because they were put through a legal yet unethical business practice designing to extract the most from them for the minimum. These guys are the used car salesmen of porn.
