I've studied this extensively and it's definitely the "emission" phase of ejaculation, where the seminal fluid gathers in the urethral bulb several seconds before the first spurt. This happens as the point of no return is crossed. The actual spurting is referred to as the "expulsion" phase. This is different terminology than the excitement, plateau, etc. way of describing the orgasm. The "emission" phase is brief but very intense - some might say the most exquisite part of the process. Most find it to be a mind-bending few seconds of pressure and many guys have told me they almost wouldn't be able to stand it if it lasted much longer!
